Adriana Rugova Appointed Village Clerk in the Village of Pelham and the Village’s Natural Resource Inventory Plans are Underway

On October 8 at the Village of Pelham Board of Trustees meeting, Trustee Hanan Eldahry reported that they’ve been interviewing potential police officers and will hopefully be hiring soon.
The Board then approved the permanent appointment of Adriana Rugova to Village Clerk, subject to a one-year probationary period, and the promotion of Yamner Jimenez from New Rochelle to the full-time position of Laborer in the Village of Pelham’s Department of Public Works. Previously, Jimenez had worked for the Village on a seasonal basis.
Lastly, Trustee Russell Solomon mentioned that he was working on an information section for new residents for the Village website.
At the Village of Pelham’s Board of Trustees meeting on October 22, Trustee Theresa Mohan reported that a Natural Resource Inventory (NRI) for the Village of Pelham, funded by a C grant and conducted by Biohabitat, had its kick-off meeting on October 11. The next step is a Quality Assurance Project Plan, which takes two to four months to be approved by the EPA. The NRI will help the Village with strategic planning and with future projects such as a tree canopy and access to the Hutchinson River Parkway. She also reported that the fire department participated in water training in conjunction with the Village of Pelham Manor’s fire department.
Administrator Chris Scelza reminded all that leaf collection is underway and will continue through December 15. Leaves should be put in neat piles on the grass at the curb or the edge of the road; all other organic matter should be put in bags.
Mayor Chance Mullen then thanked the Village of Pelham Council on the Arts for putting on Cinema Under the Stars and showing the movie Song of the Sea. He also mentioned that the school board has decided not to challenge the Village’s efforts to secure the property interests it needs to move forward with flood mitigation, which will now enable the Village to achieve its goals more quickly.
The Board then approved several special event requests. These include one from the Pelham Civic Association for the Fifth Annual Toonerville Music Festival on September 13, 2025, one authorizing 2024 Small Business Saturday, and one authorizing the closure of Village offices for records management related to Village Hall’s move to its new facility.
