Audited Financials Presented at Town Board Meeting

Town Supervisor Theresa K. Mohan opened the September 14th Pelham Town Board meeting, beginning with a presentation of the Audited Financials by Independent Auditor Robert A. Daniele, Partner, PKF O’Connor Davies.
Daniele presented the Town audit for Fiscal Year ending December 31, 2025, issuing an Unmodified Opinion, often referred to as a clean opinion, the highest level of assurance an entity can receive.
“I am happy to report that we did have some control deficiencies, but that none of these rose to a level that we call material weakness,” Daniele stated. “The original budget was adopted some time in the winter of 2024. Total revenues were $6.8 million dollars; total expenditures of $6.3 million are presented in excess of a little over $500,000 and when you factor in transfers, generally the transfer to the Library, you come down to the net change in Fund Balance, the bracket of $280,000 and provide some sort of property tax relief. That is when the Town used their own Fund Balance to balance the budget.
“Revenues were not amended but expenditures were. You did amend the budget by $346,000, generally for recreation instructional items — $76,000, and the summer camp hired a supervisor. All is taken from your Fund Balance to fund these items. Your actual revenues came in $1.1 million more than your final budget, 17% more compared to your final budget,” Daniele averred.
The Pelham Civic Association has requested permission to host its Half Marathon, 10K and Kids IK races on Saturday, November 28th. The Pelham Civic Association is a nonprofit organization and will serve as the organizer and beneficiary of the event, with proceeds supporting its “Help A Child, Change A Life” program, which aids Pelham students in need.
The Pelham Civic Association has requested the use of the Daronco Town House and Gazebo Park on the morning of the event. A Town Constable shall be assigned to the event and Pelham Civic Association shall reimburse the Town for the Constable’s services.
