New EMS Headquarters Discussed; 9/11 25th Anniversary Committee Planned

By Stephen E. Lipken

Town Supervisor Theresa K. Mohan opened the May 4th Pelham Town Board Meeting, swearing in Susan Quintin to the Town Library Board for a term of five years, commencing on May 6th and expiring on May 5, 2031.

During Public Comment, citizen after citizen stressed that new headquarters for Emergency Medical Services (EMS) needs to be constructed so it will not disrupt parking and traffic patterns. The ambulance is currently housed beneath a tin canopy.

Then a Resolution was passed, authorizing the Supervisor to enter into an agreement with Geddis Architects for a Town-wide Facilities Master Plan to evaluate accessibility and long-term capital needs of its civic buildings, including Town Hall and Richard J. Daronco Town House.

The proposal contemplates an approximately 8-week planning process, including work sessions with Town representatives and total fee of $23,000 for the core scope of services.

With the need to improve accessibility to Town Services for residents and visitors, the Town Board determined that relocating the Office of the Town Clerk from the second floor to the first floor will significantly enhance public access to essential services by reducing barriers associated with stair access.

Next, the Town utilizes the Catalis tax collection system to support the administration of property tax billing and collection, with proposed enhancements to the existing system, including an Email Communication Feature and Online Tax Status Portal.

Such enhancements would allow residents to receive tax reminders and receipts electronically, providing a centralized and user-friendly platform to access property tax information. Total projected cost of the Catalis system is approximately $12,603.25 for 2026.

A Resolution “Hey Pelham! Heads Up-Phones Down” promotes pedestrian safety by preventing distracted walking, including mobile devices, while crossing streets.

Finally, a Resolution was introduced, establishing a 9/11 25th Anniversary Committee, consisting of Town government representatives, EMS, Fire, Police Departments, local schools, library, and community stakeholders who may engage regional and national partners, including the National September 11 Memorial and Museum.

Interfaith services and community candlelight vigil are planned for September 10, 2026.
