Resident Estrada Requests Installation of Speed Humps on Eighth Avenue

Village of Pelham Mayor Chance Mullen called the July 8th Board of Trustees Regular Meeting to order, beginning with Public Comment in which Eighth Avenue resident Steven Estrada discussed a petition circulated by other Eighth Avenue residents, asking that the Village reconsider installation of speed humps on Eighth Avenue. “Speed humps have been installed on Pelhamdale, Fourth and Ancon Avenues in the past, so we do know it can be done,” Estrada observed.
“Eighth Avenue is a residential street, 0.2 miles long, constantly used as a cut-through by residents and non-residents alike, looking to bypass the intersection between Lincoln Avenue and Fifth Avenue, Sixth Avenue and Sixth Street,” Estrada continued. “Cars that come down our street every day include delivery trucks, commercial vehicles, New Rochelle garbage trucks, and school buses.
“First, the Village reduced the speed limit from 30 miles per hour to 25 mph last September; second, 80% of the residents must sign a petition for the Village to consider remediation efforts; 88% of the residents have signed the petition. There are 132 signatures.
“Demographics on this street have changed over the past five to eight years. There are now 22 children under the age of 10. Catastrophic injuries range from 10% inflicted by a vehicle traveling 25 miles per hour to 50% at 40 mph. At 50 mph, death or catastrophic injury exceeds 75%.”
It was suggested that the Village contact New Rochelle Sanitation and request that they adapt new routes. “My sense is that we should engage a Traffic Engineer to make recommendations,” Mullen stressed.
Under Non-Recurring Items, the Village appointed Gina Pizzutiello from her current position of Secretary to the Village Administrator into position of Deputy Village Clerk, retroactive to June 30, 2025. Resolution confirmed the appointment of Julia Davis, to position of Secretary to Village Administrator, retroactive to June 30th.
Another Resolution confirms appointment of Sofia Pizzutiello as Part-Time Intern in the Village Building Department, retroactive to June 30th.
