Audited Financial Statement for FY 2021-22

Village of Pelham Mayor Chance Mullen convened the Tuesday, November 9th Board of Trustees Work Session, beginning with a presentation of an Audited Financial Statement for Fiscal Year 2021-22 by PKF O’Connor Davies LLP, presented by Partner Robert Daniele.

Daniele issued an Unmodified Opinion, which means no major deficiencies were found.

Regarding Revenues, Daniele stated that the Original Budget was $16,144,560, Final Budget, $16,567,366.  Actual Budget, $17,417,361; Variance with Final Budget, $849,995, 5.13% of Budget.  Expenditures: Original Budget, $15,906,137; Final Budget, $16,724,653. Actual Budget, $16,454,881; Variance with Final Budget, $269,772, 1.61%. 

Catherine Rapfogel, O’Connor Davies Senior Manager explained factors affecting the Budget, including Property Tax Final Budget, $12,385,474; 2022 Actuals $12,379,836, Variance with Final Budget, -$5,838. Non-property tax distribution from the County, $1,520,000; 2022 Actuals, $1,719,971; Variance with Final Budget, $199,971.  

Parking lots and fees/parking meters: $695,000; 2022 Actuals, $684,072; Variance with Final Budget, -$10,928, of which COVID may have been a factor, according to Rapfogel.  Fines and Forfeited bail, $340,000; 2022 Actuals, $371,818, Variance with Final Budget, $31,818.

Mortgage Tax, $185,000; 2022 Actuals, $321,768; Variance with Final Budget, $136,768.

A boost to the Budget was provided by Federal Aid, American Rescue Plan, 2022 Actuals, $356,255, Federal Emergency Management Assistance (FEMA), Original Budget, $118,932, Final Budget, $164, 967; 2022 Actuals, $157,301, Variances with Final Budget, -$7,666.

At the Regular Meeting, a Resolution was passed, accepting and filing Audited Financial Statement for Fiscal Year 2021-22 and Resolution passed, Authorizing Aerial Fire Apparatus Consultation Proposal from East West Fire Apparatus Consultants, Inc. in line with projected replacement of a 20+ year Tower Ladder Truck.

Mayor Mullen pointed out that the Capital One Building is coming down on Monday, November 14 in preparation for the new Municipal Center.

Another Resolution authorized the renewal of an agreement for Dental and Vision Coverage with Civil Service Employee Association (CSEA) Employee Benefit Fund.
