Pelham Manor Mayor Jennifer Monachino Lapey opened the May 8th Board meeting, thanking Village Manager/DPW Superintendent John Pierpont for “being in this building and out for about 48 hours straight during the tremendous storm (April 28-30). The Fire Chief, Police Chief and their crews were amazing in the face of a very severe and intense storm.

 

“Most recently the Board has already appropriated $1 million dollars in the Capital Fund for storm system work which has been done in the following areas: Roosevelt and Bolton, Washington, Oak and Hunter, Monroe, Witherbee, Highbrook Avenue and Wolfs Lane.

 

We have allocated additional funding of $250,000 in this year’s Capital Plan to continue improvements, while pursuing grants for additional funding.”

 

Trustee Maurice Owen-Michaane mentioned that Basin Number 3, located on Monroe is one of the biggest single impediments with two 36-inch pipes underneath I-95, routing the water to Pelham Parkway area, saying that the Village is working with Thruway Authority and Amtrak, regarding their jurisdiction over I-95.

 

Next, the Board issued a Proclamation honoring Matthew Michailoff, a Boy Scout since 2012 and Eagle Scout since February, for his Eagle Scout Project of developing a Town Library Sensory Pollinator Garden using native plants.  Earning 25 Merit Badges, Michailoff has been Den Chief, Patrol Leader and Troop Historian.  Lapey averred that only 6% of Scouts become Eagle Scouts.

 

Finally, Lapey introduced Joseph J. Liberatore, to be sworn in as a Zoning Board of Appeals member, replacing McLaughlin, now a PM Trustee.  According to Lapey, Liberatore has more than 35 years of international experience as a Financial and Operations Executive in investment banking, real estate, insurance, health care and non-profits.  His positions have included CFO, NYS Insurance Department and currently heads Consultant Practice Strategy and Business Analysis, Inc.
