Multiple Resolutions Outlined at Village Board Meeting

Village of Pelham Mayor Chance Mullen called the August 12th Board of Trustees Meeting to order, beginning with Trustee Reports.  

Trustee Theresa Mohan noted that the Natural Resources Inventory that the Board has been working on since February is in draft form and will be presented at the September meeting, adding that the 9/11 Commemoration will take place on Thursday, September 11th at the Town’s 9/11 Memorial on Harmon Avenue at 8:30 a.m.

Trustee Russell Solomon said that he was in contact with the Complete Streets Grant Program, with $15 million available through Westchester County Capital Budget Fund BPL39 to assist municipalities with design and implementation of Complete Streets projects on municipal roads; deadline is Friday, September 19th. “Administrator Chris Scelza and I met with CivicPlus, cloud-based software which will allow us to house agendas, minutes and videos; timeline December/January,” Solomon added.

Scelza remarked that fieldwork for the FY25 audit has been completed and will be presented to the Board in October.  “We also completed our 2025 repaving, portions of Corlies Avenue, Nyack Avenue, Sixth Avenue, Third Street and substantial parking lot rehabilitation behind the Municipal Center.  The only remaining items are the vehicular membrane applied to the 2nd Floor Parking Deck, when the weather cools down, hopefully in September.  

“The Department of Public Works is re-striping sidewalks and parking tees,” Scelza concluded.

David Cooper, representing Pelham Green2 LLC stated that there are certain sewer and stormwater management improvements, associated with the mixed-use development across the street from Village right-of-way.  “There are two stormwater management separators that will be underneath the sidewalk, signing and finishing up the review process with the County.”

Resolutions included authorizing the promotion of Joseph Larios to Motor Equipment Operator; appointment of Anthony Ibarra as Laborer in DPW and the promotion of Vincent Pizzutiello from Laborer to Laborer with Special Skills.

Another Resolution authorized execution of an agreement with NYS Energy Research and Development Authority for a $236,087 Grant to purchase electric vehicles, electric off-road utility vehicles, electric landscaping equipment and establishing Capital Project. 

A final Resolution authorized Village Clerk Adriana Rugova to attend the New York Conference of Mayors (NYCOM) Fall Training School.
