Village of Pelham Mayor Chance Mullen opened a virtual Board of Trustees Work Session on December 14th, delineating the purchase of a 2022 Hybrid Police Interceptor 4-Wheel Drive SUV, with $53,000 borrowed from the Capital Budget due to rising steel costs, specifically around the Prisoner Cage, raising the price to $63,000.

At the Regular Meeting, the Board of Trustees adopted a local law opting out, 5-1 of allowing adult-use retail cannabis dispensaries from locating and operating in the Village. Such local law is subject to permissive referendum. The Board also voted to opt out, 5-1 of allowing adult-use on-site cannabis consumption establishments from locating and operating within the Village boundaries; again, this local law is subject to permissive referendum.

Other legislation involved a Shared Service Intermunicipal Agreement between New Rochelle; Greenburgh; Ardsley; Harrison, Ossining; Bronxville; Elmsford; Hastings on Hudson; Irvington; Village of Mamaroneck, Pelham, Tarrytown and Tuckahoe.

This provides a standard, common platform for recycling, developing an “app” or program, resulting in a more uniform and effective approach towards recycling for all of the participants.

Funded by a Department of Environmental Conservation (DEC) grant, Sustainable Westchester (SW) is agreeing to work with the 12 municipalities in order to procure a shared, common platform of “Recycling App.”

Village of Tarrytown has been designated the “lead” municipality in the joint recycling application to the NYS DEC. Tarrytown has been awarded the grant.

Along with the IMA, all municipalities will then receive invoices as per their agreed upon service contracts with SW and forward their payments to the Village of Tarrytown.

Upon payment to SW, Tarrytown shall then apply for and receive reimbursement pursuant to the NYS DEC Recycling Grant with each municipality receiving their share of the grant funds.
